Abstract

It exists a great coincidence to point out the basic criteria of a public ethic come from four central coordinates: direction for the service of collective interests, the function with social responsability, specialised and competent role, and avoidance of corruption. In this view, the State administration is challenged to leave the traditional position "of power" in front of inhabitants of a nation and take them as a full-right citizens. In this article, it exposes a route to the management of a systemic ethics inside of State organizations, in order to refocus the activities of this and the guide of values and principles that ensure the common good and citizen rights.
