Abstract

In modern societies, wage labour is the fundamental social tie and most important factor of assignment to a recognised socially condition for who lack livelihoods that are distintives of their capacity to work.  The aim of this article is discussing about of methodology that allows to determine potential windows of opportunity to take part through direct public policies against poverty and exclusion, put an emphasis on jobs programme. In order to this, it will utilise the Eurostat methodology whose basis is independent variable is always the low-income population.
