POLÍTICAS DE ASILO E DE PAÍS SEGURO NA EUROPA: LIÇÕES PARA O DEBATE SOBRE A DESIGNAÇÃO DO MÉXICO E DA GUATEMALA COMO PAÍSES TERCEIROS SEGUROS

O artigo seguinte analisa o desenvolvimento conceptual e histórico das políticas de países seguros na Europa desde os anos 80. O artigo discute as principais questões associadas à criação e utilização de políticas nacionais seguras como instrumentos para declarar inadmissível ou rejeitar o mérito de um pedido de asilo. Embora os países europeus tenham procurado simplificar os procedimentos de asilo através da designação de mais países como seguros, estes esforços fracassaram porque a execução e a coordenação de políticas nacionais seguras também são complicadas e demoradas. À luz da experiência europeia, o artigo conclui que o objectivo dos EUA de classificar o México e a Guatemala como países terceiros seguros dificilmente libertará a pressão do seu sistema de asilo devido às dificuldades práticas que a experiência europeia demonstrou há muito tempo.
