The concept of refuge conceptually speaking has multiple implications for governments and migrants in that condition or pursuing the recognition of that condition. Based on the available literature analysis it is shown that the definitions are not neutral and have effects on refugees lives since it generates laws, policies, plans and programs that shape and constrain the institutionalize responses.
