La Dimensión Simbólica de los Programas Sociales: Espacio Invisibilizado en la Implementación

Abstract

The discourse of the actors involved is analyzed in the design and implementation of the program "Acción en Comunidad" –sector Mina Caracoles, Chile-, in order to identify the underlying intentions in the construction of its symbolic dimension. For this, the intentions are set in four rationales: tecnique, politicies, bureaucratic and target-focused, whereas the analysis of the objectives of the program were structured under two contents: latent and manifest. The methodology of the study was qualitative, through seven in depth interviews of actors involved in the program´s management. The categorization corresponded to the type of human service, capacity developement and social insertion. The principal findings indicate that the low formalization of the program, the indeterminacy of its effective results and the dependence towards the discursive rationalities, form a suitable path to penetrate the State action from de diverse stadium of management and implementation.
