Abstract

The purpose of this paper is to study the Bologna Process and the European Higher Education Area - EHEA, which can be considered an example of International Public Policy. This paper has been developed according to the cognitive approach of public policy: the referential theory (political sociology of public action) and the three “is” theory: institutions, ideas and interests. The hypothesis is that it is possible to understand public policy beyond its national paradigm. This article shows that the Bologna Process is a result from the regular interaction from its actors.
