An analysis of different public policies based on the "Three I" approach is proposed. This theoretical framework is based on three criteria for the analysis of public policies: ideas, interests and institutions. The first criterion-ideas-is based on a cognitive and normative perspective guided mainly by the concepts of: paradigm, frames of reference, and coalitions of cause. The second criterion identifies not only the interests of the actors (motivations, preferences, mobilization capacity and strategies), but also considers issues related to collective action and the decision process. Finally, this approach also considers institutional dynamics through the analysis of how institutions affect the behaviours and interests of actors and identifies the learning mechanisms and imperatives that actors face in public policy processes.
