The debate about Latin American economic problems is based on disruptive effects which generated in the economy an disproportionated increasing of fiscal expenditure. The classical-monetarist logic points out a pression of governmental agreggates over the possibilities of expansion in a economy becomes in a closure of affluences linked to product-expenditure gap: in that way, this governmental expenditure excess beings to generate a prices rise. In this article, it analizes the structural fiscal surplus which allows the stability in the increase of public spending over the time, but, its design and execution are not without discussion.
