Between governmental egalitarian discourse and democratic quality indicators: The institutional performativity of Chavismo (2007-2013)

This article examines the relationship between the egalitarian governmental discourse and democratic quality during Hugo Chávez’s third presidential term (2007-2013). Using an interdisciplinary approach that combines discourse theory, political science, and comparative empirical analysis, it explores the institutional performativity of discourse in terms of its capacity to transform democratic conditions. Eleven indicators from the Varieties of Democracy (V-Dem) project are used to contrast the egalitarian ethos of Chavismo with the regime’s actual institutional performance. The findings reveal a disconnection between the narrative of social justice and popular empowerment, on the one hand, and the empirical indicators of accountability, participation, and equality, on the other. This study contributes to the ongoing debate on the limits of political discourse in democratic transformation processes in Latin America.
