Analysis of the current situation of the Mexican public policies for Science, Technology and Innovation.

The continuous change in the Mexican Public Polices, given by the ideology of the administration, has directly affected the process of the scientific research and technological development in the Research Public Centers and Educations Institutes. This research was developed with the objective of carrying out a current situation analysis by the public policies that directly affect science and technological development in Mexico, in the perspective of researchers, managers of technology, and staff in charge of linking. The research process includes the analysis of the speech immersed in current National Development Plan (NDP) and the Science and Technology law, as well as the perspective of the interviewed. The interviews were applied in two linking coordinators, one technology transference coordinator, one public polices researcher, one technological development researcher and one management of technology responsible, all inside of research and development public institutions. The analysis showed that the perception in the public polices moves to the social development, embodied in the NDP. However, the match with the public polices is not complete, showing an opinion division, reveling that any aspects need to be covered to achieve an equity point that benefits all sectors. Finally, a little bias to inconsistency in the public polices was identified, in the interviewees according to the current situation in their institutions, the “austerity” promoted in the current government, but ever congruent with the social develop polices.
