Comprendiendo las funciones del Sistema Nacional de Innovación Agropecuaria en Colombia

Existe una creciente literatura mundial sobre el enfoque del Sistema Nacional de Innovación Agropecuario (SNIA), aunque con escasa atención en el contexto latinoamericano, especialmente en relación al desarrollo de funciones, dado que desde esta perspectiva se pueden comprender factores dinámicos que inciden en el desempeño de la innovación sectorial. Este estudio tiene como objetivo realizar un análisis funcional del Sistema Nacional de Innovación Agropecuario en Colombia, a partir de la percepción de múltiples actores heterogéneos, en torno a factores sistémicos que restringen o promueven el desarrollo de las funciones para la innovación. A partir de una metodología descriptiva se realizó una encuesta a 51 actores agrupados en cuatro componentes, y con base en tres dominios de preguntas: (i) tipos de funciones desempeñadas, (ii) factores sistémicos que restringen, y (iii) factores sistémicos que promueven. Para el análisis se realizaron estadísticas descriptivas. Los resultados resaltan la identificación de fallas sistémicas en el SNIA las cuales inciden en el fomento de la innovación. También factores como las capacidades, las interacciones y la presencia institucional territorial, como los principales elementos determinantes del desempeño de funciones del SNIA.
